The UK and US have forged a key trade agreement that will keep zero import taxes on UK pharmaceutical products going into the US market.

Key Provisions of the Deal

Under the terms of the agreement, the UK has pledged to increase spending on medicines through the public health system. This pledge secures that tariffs on these key products will be held at zero for a timeframe of 36 months.

This deal follows recent statements to hike tariffs on branded pharmaceutical imports, with potential rates discussed reaching 100%.

"This agreement with the UK bolsters the worldwide climate for innovative medicines and introduces long-overdue equity to U.S.–U.K. drug exports," an announcement said.

Trade Importance

Medicines are one of the the United Kingdom's largest goods shipped to the America, which is easily the largest market for large UK drugmakers.

Export figures reveal that in the one-year period leading up to last September, the UK shipped medicines worth over eleven billion pounds to the US. This figure represented nearly one-fifth of total UK exports in that span.

"This deal secures employment, stimulates investment and paves the way for the UK to become a worldwide center for biotech and pharma," a government official remarked.

Specific NHS Changes

The pact involves several notable pledges from the United Kingdom:

  • Price Threshold Increase: The UK will increase the affordability limit at which it judges new therapies to be unaffordable by a quarter.
  • Increased NHS Spending: There is a aim to raise total health service expenditure on treatments from 0.3 percent of Gross Domestic Product to 0.6 percent over the following ten-year period.
  • Payback Limit: The sum drug companies must refund to the NHS to control costs will be restricted at 15%. In the past, rebates were more than 20%.

Industry Background

The deal takes place against a protracted tension between the drug companies and the ministers over medicine costs and approval rates.

This friction were intensified by arguments that American customers were charged several times more for the identical medicines than consumers in the other developed nations.

Over the last 18 months, several large drug company projects in the UK have been delayed or cancelled, while multi-billion-dollar investments have been pledged toward American operations.

The Science Minister publicly accepted that the NHS must increase expenditure on treatments, noting that its expenditure on drugs had declined as a percentage of its total funding over the previous ten-year period.
